According to the Federal Law (18 U.S.C. § 2251; 18 U.S.C. § 2252; 18 U.S.C. § 2252A), it is illegal to produce, distribute, receive, or possess an image of child pornography using or affecting any facility or means of foreign or interstate commerce. The Section 2251 particularly prohibits, legally, the persuasion, induction, enticement, or coercion of a minor into practicing sexually explicit actions, with the aim of converting such conducts into visual perception.
Likewise, if a person is charged with an attempted conspiracy to commit a child pornography offense, such a person will be prosecuted under the federal law. Furthermore, according to the Section 2251A of Title 18, United States Code, it is illegal for any parent, legal guardian, or another person in control or custody of a minor under age 18 to trade or transfer the custody of such a minor for intentions of creating child pornography. Finally, the Section 2260 of Title 18, United States Code, considers the act of intentionally producing, receiving, transporting, shipping or distributing child pornography by any person outside the United States with the aim of importing or transporting the visual depiction into the country illegal. 18 U.S.C. § 2251
